RHEL-based container build

Build scripts for building a container image based on Red Hat Enterprise Linux (RHEL), using the buildah tool. buildah is supported on RHEL V7.5 and greater.

WARNING: The code in this directory is not currently in use, pending deletion. The MQ container is now built using a Red Hat UBI image, using "podman build".
